Recently, one of the world’s leading professional services providers in Talent Solutions, Technical Consulting and Corporate Training - The Judge Group, announced its business in China ‘Judge Orchestrall’ has been renamed to "Judge China".
“As a company with 41 years of history in the United States, The Judge Group has now been providing 3 years of human resource services in China since we entered the market in 2008”, said Gary Morris, the president of The Judge Group and Judge China, “The model of flexible employment is expected to flourish in China.”
U.S. economic downturn promotes new ways of employment
According to Morris, the U.S. economy has gone up and down in the past 50 years. Every time the economy goes through a trough, unfortunately there will be many people who lose their jobs.
Over the last 10-15 years, IT professionals with deep and rich technical expertise have realized that: Why do I have to withstand the pressure of losing my job because of a financial crisis? Many of these IT practitioners, especially the highly skilled ones, began to work in another way: they have formed their own company comprised of themselves and/or several others, and then choose a talent services company like The Judge Group to act as their sales agent to find them IT projects. Then they can decide their own career planning rather than passively waiting for layoffs when a financial crisis comes. In this way, a new type of staffing appeared in the United States.
Flexible employment starts to prevail in the China domestic IT industry
As reported, this new way of flexible employment has begun to emerge in the China IT industry as well. IT professionals and IT Teams (like the ones in the United States) sign labor contracts with a human resources services provider such as Judge China, and then they work for projects in the services company client locations. When one project is finished the human resources services company will be responsible for the payment of wages and to identify another opportunity for them so there is no interruption in their work schedules.
It is common that some assignment companies employ these excellent contractor employees due to the contractors’ outstanding performance. In addition, as stated above, the human resources services providers will also take the responsibility to arrange in advance for contractors working under a project to avoid the “interruption" before the start of their next project. These IT professionals and newly formed IT teams rely on the human resources providers to be their “sales agents” for them.
Morris said, “Now there has been a change in the mind of many experienced technical personnel. For instance, some senior JAVA IT professionals have begun to pay more attention to where they are going to get their next good projects and challenges and now choose where they want to work, especially knowing they now have more options available to work with more outstanding, experienced people and to learn new techniques from them. In the past, they might have spent three years in a company, working with the same project team, and expecting rare promotion opportunities after three years.”
IQN vendor management system is going to enter China
"The Judge Group will also invest more resources in the China market to accelerate business development. Now the business of Judge China has covered Shanghai, Beijing and Hong Kong. In the future, Judge China will expand to other cities such as Chengdu, Guangzhou and Shenzhen”, as introduced by Leaf Ye, the Managing Director of Judge China.
Additionally, according to Gary Morris, “Judge China will introduce the world's leading talent management solution – ‘Judge China powered by IQN’. The launching ceremony will be held January 12, 2012 in the Four Seasons Hotel in Shanghai.” IQNavigator is the world’s leading technology solutions provider focused on enterprise workforce management, including Vendor Management Software (VMS) and Managed Services Provider (MSP) solutions.
Candidates’ expectation in rapid salary growth has been the challenge
When talking about the challenges in human resources services in China, “In addition to the lack of senior management personnel for many companies”, Morris said, “The candidates' expectation in rapid salary growth has also been a challenge.”
They often encounter such a case in work: a candidate may expect 6,000RMB in the first year, to the second year may wish to 12,000RMB, and the third year may wish to 15,000RMB. However, in the U.S., the candidates will not expect such a high growth rate. “Nevertheless”, Morris said, “it is our responsibility to help appropriate employees have a reasonable expectation of salary.”
